2 tbsp. olive oil
2 cups red wine (like Shiraz)
1- 28 oz. can plum tomatoes
4 parsnips - cut in 2" lengths
12 cloves garlic - unpeeled
4 - 6 lamb shanks
2 cups beef or chicken stock
4 carrots, cut in 2" lengths
2 small onions - quartered
1 tbsp. fennel seeds

Season lamb with salt and pepper. Brown in oil. Add wine, stock and tomatoes. Bring to a boil. Add lamb shanks, vegetables. Cover and bake 2-1/2 hours at 350°.
