1 lb. ground sweet Italian sausage
1 medium onion, diced
1 medium green pepper, diced
2 T. flour
1 c. flour
1/2 tsp. dried basil
1/2 tsp. fennel seed, crushed
1 can (15 oz.) tomato sauce
2 - 3 c. shredded mozzarella cheese
2 eggs
1 c. milk
1 T. vegetable oil
1/2 tsp. salt
2 T. grated Parmesan cheese (optional)

Directions:
Preheat oven to 425 degrees. Cook sausage, onion and green pepper over medium heat until meat is no longer pink; drain. Stir in the 2 tablespoons of flour, basil, and fennel; mix well. Add tomato sauce. Bring to a boil; cook and stir for 2 minutes. Transfer to an ungreased 13" x 9" x 2" baking dish. Cover with mozzarella cheese. Beat the eggs, milk, oil, and salt together until well mixed. Add flour and stir until smooth. Stir in Parmesan cheese, if desired. Pour over the top of the baking dish. Bake, uncovered, for 25-30 minutes or until lightly browned.
