1 c. oats
1 3/4 c. boiling water
1 c. sugar
1 c. brown sugar
1/2 c. butter, cut up
2 eggs
1 3/4 c flour
1 tbsp. unsweetened cocoa
1 tsp. baking soda
1/2 tsp salt
1 12 oz. package of semi-sweet chocolate chips

Place oats in a large bowl. Pour boiling water over and stir to moisten. Let stand for 10 minutes.

Meanwhile, grease and flour 13X9 pan.

Add sugar, brown sugar and butter to oat mixture and stir until butter is melted. Then add eggs and stir. Add flour, cocoa, baking soda and salt--stir.
Stir in 1 c. of chocolate chips. Pour batter into pan and sprinkle with the rest of the chocolate chips.

Bake at 350 for 40 minutes or until toothpick comes out clean. Cool on rack in pan.
