1 (2 lb) pkg. frozen southern-style hash-brown potatoes
8 oz (2 cups) Swiss Cheese, shredded
1/4 c. butter
3 T. flour
3 c. half & half (may use 1 cup of whipping cream and 2 cups half & half)
1 t. salt
1 t. onion powder
1/2 t. white pepper
1/2 t. nutmeg
1 c. mild cheddar cheese, shredded.

Heat oven to 350 degrees. Spray 13x9" baking dish with nonstick cooking spray. In sprayed baking dish, combine potatoes and cheese; toss to mix.
Melt butter in large saucepan. Stir in flour; cook over medium heat until bubbly, stirring constantly. Gradually add milk, stirring constantly. Add salt, onion powder, pepper and nutmeg; mix well. Cook and stir until mixture comes to a boil. Pour over potato mixture and gently stir into potatoes. Cover loosely with foil. Bake at 350 degrees for 55 to 65 minutes or until mixture is set and top is lightly browned; approximately 15 minutes before potatoes are done, remove foil and put the cheddar cheese on top and return to the oven to melt, uncovered.
