1 pound hamburger, browned and drained
8 ounces tomato sauce
2 cans water
1/2 tsp pepper
1/2 tsp garlic powder
1/2 tsp salt
1/2 tsp cumin
1/4 cup chili powder
1/4 cup flour
water
flour tortillas

Directions:
Directions:
Mix chili powder, flour, and water together like you would for gravy.

Brown beef in olive oil. Add seasonings. Add tomato sauce, water, chili powder, flour, and water mixture. Simmer 1/2 hour.

Fry flour tortilla 20-30 seconds on each side.

Take 9x13 pan greased pan, put shell in and add beef, scallions, cheese, black olives, rice, etc. roll with seam side down. Pour remaining sauce over the tortilla's. Sprinkle with cheese.

Bake 350º until cheese melts
