2 lbs stew meat
salt and pepper
2 T. oil
10 c. water
3 mounded T beef boullion
3 stalks celery (about 2 c.), chopped
2 onions, chopped
5 cloves garlic, minced
3 red potatoes, shredded, about 2 c
3-4 large carrots, peeled and shredded, about 2 c.
1 c. barley, rinsed

Generously salt and pepper the beef. In a large stockpot, heat the oil over medium-high heat. When it is very hot, add about 1/3 of the meat. Brown for about 1-2 minutes, then turn to brown the other side. Remove to a plate when it is browned on all sides. Repeat with remaining meat in two more batches. (If you do it all at once the meat will be steamed, not browned.)
Add all meat back in plus the water and boullion. Add celery, onions, garlic. Boil, then turn to medium low simmer for about 2 hours with lid on. When meat is tender, add shredded potatoes and carrots. Bring to a boil, simmer on low 30-45 minutes til carrots are tender. Add barley. Bring to a boil then reduce to low. Cook for 30 minutes or til barley is tender.
