4lb. round steak
1 onion, diced
1/2 green pepper, diced
1 tsp. minced garlic
2 Tbsp. Worcestershire sauce
Salt & pepper
Chili powder
3 c. beef broth
4 c. water
2 bay leaves
4 stalks celery
1lb. carrots, sliced
1/2qt. stewed tomatoes
1 c. water
1/3 c. flour

Directions:
Directions:
Brown meat with onion, pepper, garlic, Worcestershire sauce, and seasonings. When well browned, add broth, water, and bay leaves. Cook until juice is almost gone, about 2 hours. Add vegetables and cook until they're tender. Mix the 1 cup water with flour and thicken stew. Serve over rice.
