2 tbsp oil
1 c chopped onion
1 # ground beef
2 tsp dried parsley
1 tsp dried rosemary
1 tsp dried thyme
1/2 tsp salt
1/2 tsp pepper
1 tbsp Worcestershire sauce
2 garlic cloves minced
2 tbsp flour
2 tbsp tomato paste
2 c beef broth
1 cup frozen peas and carrots
1/2 c frozen corn

Potato Topping:

1 1/2 - 2 # potatoes peeled and cut into 1' cubes
8 tbsp butter - 1 stick
1/3 c half and half
1/2 tsp garlic powder
1/2 tsp salt
1/4 tsp pepper
1/4 c parmesan cheese

Meat filling:

Add the oil to a large skillet and place over med-high heat. Add the onions, cook 5 minutes stirring occasionally. Add the ground beef to the skillet and break apart with a spoon. Add the parsley, rosemary, thyme, salt and pepper. Stir well and cook until browned. Add the Worcestershire sauce and garlic. Stir to combine. Cook for 1 minute. Add the flour and tomato paste. Stir until the paste is thoroughly mixed in. Add the broth and frozen veggies. Bring to a boil then reduce to a simmer. Stir occasionally, cook for about 5 minutes. Set the meat mixture aside and preheat oven to 400º.

Potato topping:

Place the potatoes in a large pot, cover with water. Bring to a boil then reduce to a simmer. Cook until potatoes are fork tender. Drain the potatoes and return to pot. Add butter, half and half, garlic powder, salt and pepper. Mash the potatoes and stir until all the ingredients are mixed together. Add the parmesan to the potatoes and stir until combined.

Pour the meat mixture into a 9x9 baking dish. Spread out evenly. Spoon the mashed potatoes on the top of the meat. Spread into an even layer. Bake uncovered for 25-30 minutes. Cool for 15 minutes before serving.
