1½ cups flour
¾ cup sugar
1 tsp cinnamon
¾ tsp baking powder
¼ tsp baking soda
½ tsp salt
½ cup firm butter, cut into pieces
⅔ cup buttermilk
1 egg
1 tsp vanilla
Streusel:
¼ cup flour
¼ cup brown sugar
1 TBSP cocoa
2 TBSP butter, softened
¼ cup mini semisweet chocolate chips

Directions:

Heat oven to 350º. Grease bottom only of 8" square pan with shortening or spray bottom with cooking spray.
In a large bowl, stir flour, sugar, cinnamon, baking powder, baking soda and salt until mixed. Cut in butter, using a pastry blender until mixture is crumbly. Add buttermilk, egg and vanilla. Beat with electric mixture on medium speed for 1 minute. Spread in pan.
In a small bowl, mix all streusel ingredients except chocolate chips with fork until mixture is crumbly. Sprinkle over batter. Sprinkle with chocolate chips.
Bake for 35 to 45 minutes or until toothpick inserted in center comes out clean.
Cool 30 minutes. Serve warm.
