1 1/2 - 2 lbs. stew meat
1/2 cup margarine
1/2 cup flour
1 1/2 cups quarts water
1/2 cup onion, chopped
1 cup carrot, chopped
1 cup celery, chopped
1 10 oz. pkg. mixed frozen vegetables
1 28 oz. can tomatoes, undrained and chopped
1 15 oz. can tomato sauce w/ tomato bits
1 1/2 T. beef bouillion
1 1/2 tsp. salt
2 tsp. peppper

Directions:
Brown stew meat and set aside.
In a large pot, melt butter. Add flour and cook over low heat until smooth paste forms. Gradually add water, stirring constantly. Cook over medium heat until bubbly, stirring occasionally. Add stew meat and remaining ingredients. Bring to a boil. Reduce heat and simmer uncovered for 1 - 2 hours.
