Crust:
1 cup flour
1 cup oats
1/4 cup granulated sugar
3/4 cup packed light brown sugar
1/2 TSP baking powder
1/2 teaspoon baking soda
1/2 cup butter, melted
Filling:
2/3 cup flour
1/2 cup brown sugar
2 cups chocolate chips, 350g
1/4 cup butter, cut into pieces
3 eggs

Directions:
Directions:
1. Preheat the oven to 325*F and line a 9 x 9-inch pan with parchment paper.
2. In a medium bowl, mix flour, oats, sugars, baking powder, and baking soda until mixed.
3. Fold in the melted butter until combined.
4. Set aside 1/2 cup of the mixture for topping.
5. Press the remaining mixture into the bottom of the pan.
6. Bake for 8 minutes until light golden brown and set aside.
7. In a medium bowl, combine the flour, and brown sugar.
8. Place chocolate and butter in a large heat-proof bowl set over a pot of barely simmering water. Stir until chocolate has melted completely.
9. Remove from heat. Whisk in the eggs.
10. Stir in the flour and brown sugar until combined.
11. Pour over the crust. Sprinkle the top with the remaining oatmeal mixture.
12. Bake for 30 minutes, until the edges are set and browned lightly.
13. Cool for 1 hour.
