1 1/2 cups flour
1/2 cup brown sugar
2 tsp. baking powder
1 tsp. cinnamon
1/4 tsp. baking soda
1/4 tsp. salt
3/4 cup milk
1/3 cup vegetable oil
2 eggs

Crumb topping
1/4 cup sugar
1/4 cup brown sugar
1 tsp. cinnamon
1 cup flour
1/2 cup butter, softened

Directions:
Preheat oven to 375º. Line 12 muffin cups with liners or spray with cooking spray. For muffins in a large bowl combine flour, sugar, baking powder, cinnamon, baking soda and salt. In another bowl whisk together milk, vegetable oil and eggs. Pour liquid mixture over dry ingredients and stir just until combined. Crumb topping combine all ingredients except butter, after they have been mixed together cut in butter. Layer muffins in pan with batter, crumb topping, batter, crumb topping. Bake 15-18 minutes.
