1 tsp onion powder
4 T butter
6 T flour
1/4 tsp pepper
2 tsp salt
2 T & 2 tsp sugar
4 c low sodium tomato juice
4 c cold milk (whole milk will give you the best results)

Directions:
Directions:
In a small bowl, mix together onion powder, flour, sugar, salt and pepper. Set aside.

In a medium-sized saucepan, melt butter over medium-high heat. Stir in flour mixture. Cook until smooth and bubbly, stirring constantly to ensure flour is cooked. This will take a few minutes.

Remove saucepan from heat. Gradually whisk in tomato juice. Return saucepan to heat and bring to a boil. Boil for 1 minute.

Pour milk into a larger pot. Gradually whisk the hot tomato mixture from the saucepan into the cold milk in the pot. Heat soup rapidly to serving temperature.

Ladle into bowls and garnish with freshly grated Parmesan cheese (and croutons?).
