4 to 6 cloves of garlic, minced fine
½ c. chopped parsley
½ c. chopped cilantro
1 tbsp. paprika
Pinch of saffron
½ tsp. cayenne pepper
2 tsp. ground cumin
½ c. lemon juice or vinegar
Zest of one lemon
1 preserved lemon, rind only, minced
1 ¼ c. good olive oil
Salt and pepper to taste

Combine all the ingredients in a bowl and whisk together lightly, or crush garlic and all other ingredients in mortar and pestle, or just mix everything in food processor (that's what I do).
For a more aromatic charmoula, heat a small saucepan and add charmoula. Heat it slowly, stirring, until hot and aromatic, about 30 seconds; do not boil. Let it cool.
