Sauce:
2 tsp. vegetable oil
½ tsp. ginger, minced
½ tbsp. garlic, minced
½ c. soy sauce*
½ c. water
¾ c. dark brown sugar

Meat:
1 c. vegetable oil
1 lb. flank steak, sliced
¼ c. cornstarch
2 large green onions, sliced

Heat 2 tsp. vegetable oil in medium saucepan over med/low heat. Add ginger, garlic, and quickly add soy sauce and water. Dissolve brown sugar in sauce, then raise heat to medium and simmer for 2-3 minutes until sauce thickens.
Slice steak against the grain ¼ inch thick. Dip steak in cornstarch, let sit for 10 minutes. Heat 1 c. oil over medium heat, add beef in single layer and sauté for 2 minutes. Remove meat onto paper towels. Remove oil and put meat back into pan, simmer for 1 minute. Add sauce, cook for 1 minute while stirring. Add green onion and cook 1 more minute. Serve with rice.
