Brownie Layer:

1 - 2/3 cup granulated sugar
3/4 cup melted butter
2 tbsp water
2 eggs
2 tsp vanilla extract
1-1/3 cup all purpose flour
3/4 cup unsweetened cocoa powder
1/2 tsp baking powder
1/2 tsp salt

Cookie Dough Layer

3/4 cup softened butter
3/4 cup brown sugar
1/2 cup granulated sugar
2 tbsp heavy cream
2 tsp vanilla extract
1-1/2 cups all purpose flour
2 cups chocolate chips

Preheat oven to 350º

For the brownie layer: Whisk flour, cocoa, baking powder and salt together in a medium bowl. Set aside. In a large bowl, stir together sugar, melted butter and water. Add eggs and vanilla, beat by hand until well combined. Stir in flour mixture. Spread into a greased 9" x 13" baking pan (or a 7" x 11" for a thicker brownie.) **Pan must be at least 2" deep. Bake for 18 to 25 minutes until edges are set but not hard and toothpick inserted in the center comes out only slightly sticky. Remove from oven and cool on a wire rack.

When brownies are completely cool, take a wooden spoon (one with a round, not flat handle) and using the handle end, poke holes into the brownies, about every 1" to 1-1/2", inserting the handle about half way deep into the brownie, set brownies aside while you make the topping.

For the cookie dough layer: Using an electric mixer, beat butter for one minute, add sugars, beat until light and fluffy. Add vanilla and heavy cream, mix well. Add flour and beat for 2 minutes, making sure all ingredients are well incorporated. Stir in all but 1/2 cup of the chocolate chips. Spread cookie dough topping onto brownies with a rubber spatula, smoothing the top and pressing down a bit, so the dough goes into the holes you poked earlier (if you don't poke the holes and press the dough in, the topping just separates from the brownie layer when cut and served.) Sprinkle the remaining 1/2 cup of chocolate chips evenly over the top. Refrigerate for 30 minutes before cutting into squares and serving.

I like to use mini chocolate chips for this recipe, but you can use regular sized and whatever flavor chocolate chips you like best. If you are a cookie dough eater, these are the brownies for you, since there is no egg in the cookie dough layer!

**** If you are in a hurry, or just because, you can bake a boxed brownie mix according to its directions and just make the cookie dough layer from scratch according to this recipe. Just substitute the baked mix brownies for the baked scratch brownies.
