1 3/4 cup Quaker Oats (Old Fashioned, Uncooked)
1 1/2 cup all purpose flour
3/4 cup packed brown sugar
1/2 teaspoon baking soda
1/4 teaspoon salt (optional)
1 1/2 sticks margarine (Do not substitute butter)
11 oz. bag caramels
1 cup chocolate chips
1/4 cup water

Directions:
Directions:
Preheat oven to 350 degrees

Combine:

1 3/4 cups Quaker Oats
1 1/2 cups all purpose flour
3/4 cup packed brown sugar
1/2 teaspoon baking soda
1/4 teaspoon salt
Add 1 1/2 sticks margarine and mix until crumbly.
Reserve 1 cup crumb mixture for topping;
Press remaining mixture into greased 13 x 9 pan.

Bake for 10 minutes; cool.

In a saucepan, melt 11 oz. pack of caramels with water on low heat.
Stir until smooth. Remove from heat.
Place 1 cup of chocolate chips over the crumble mixture.
Drizzle caramel over chocolate pieces to within 1/4 inch of pan edges.
Sprinkle reserved oat mixture on top of chocolate and caramel.
Bake for 15-18 minutes.
Let cool and cut into bars.
