1-1/2 lbs lean ground beef
1/2 cup chopped onion
1/2 cup chopped green bell pepper
1 - 15 ounce can tomato sauce
1 tbsp sweet basil
1 tsp granulated garlic
1 tsp dried oregano
1 tsp sugar
12 oz mozzarella cheese slices
1/2 cup grated Parmesan cheese
1 cup flour
2 eggs
1 cup milk
2 tbsp vegetable oil

Preheat oven to 400º

Spray an 8-1/2" x 11" glass baking dish with cooking spray and set aside. Crumble ground beef into a large skillet and cook over medium high heat to brown, breaking it up as it cooks. Add chopped onion and green pepper and cook until onion is translucent. Add the tomato sauce, basil, oregano, garlic, sugar and salt and pepper to taste, stir to combine. Pour into prepared baking dish. Set aside. In a medium sized bowl, beat eggs with a wire whisk until foamy. Add the milk and oil and whisk together. Add the flour and whisk until smooth and no lumps remain. Lay the mozzarella slices over the meat layer in the baking dish, covering the meat layer completely, like a blanket. Gently pour the batter over the cheese layer and put into the oven and bake for 20 minutes. Remove from oven and sprinkle the Parmesan cheese evenly over the top. Return to the oven and bake for 5 more minutes. Casserole will be puffed up and golden brown when done. SERVE IMMEDIATELY by cutting into squares.
