Trim fat from meat and cut into strips 2 X ¼".
Heat oil in large skillet.
Brown meat in oil, about 5 minutes.
Stir in water, onion, garlic salt and heat to boiling.
Reduce heat; cover and simmer 12-15 minutes.
Add green peppers during last 5 minutes of simmering
Blend cornstarch, sugar, and soy sauce and stir in to mixture.
Add pineapple and pineapple juice.
Cook stirring constantly until mixture thickens and boils.
Cover. Reduce heat; simmer 30-45 minutes.
Cut tomatoes into eighths.
Place on meat mixture.
Cover and cook over low heat until tomatoes are heated through (3 min)
Serve over rice.
