Melt butter in a sauce pan and stir in ½ cup of the chocolate chips and sugar and stir until melted. Stir in eggs and vanilla. Whisk flour, cocoa, baking powder and salt in a small bowl, stir into the wet ingredients. Stir in remaining chocolate chips. Spread batter in a 9x9 baking dish lined with aluminum foil. Bake in a 350º oven for 35-40 minutes or until toothpick or knife blade is clean. Cool. Poke 12 slits in the brownies with a knife and pour caramel sauce over brownies. Sprinkle with sea salt. Put the brownines in the refrigerator for 10-15 minutes before slicing-they will slice much easier.
