1 1/2 pounds ground beef
1 cup chopped onions
1 cup green pepper
1/8 teaspoon garlic powder
dash of salt
1/2 cup water
1 (15oz) can tomato sauce
1 envelope spaghetti sauce mix
8 ounces mozzarella cheese

POPUP BATTER
1 cup milk
1 tablespoon oil
2 eggs
1 cup all purpose flour
1/2 teaspoon salt
1/2 cup grated parmesan cheese

Directions:
In a large skillet brown ground meat, drain the grease off
Stir in onion, green pepper, garlic, salt, water, tomato sauce & sauce mix
Simmer 10 minutes

FOR POP UP BATTER
In a small bowl, combine milk, oil & eggs
Beat 1 minute at medium speed
Spoon in flour into measuring cup, level off
Add flour and salt
Beat for 2 minutes at medium speed or until smooth
Pour hot meat mixture in ungreased 13 x 9 pan; top with mozzarella cheese
Pour batter over cheese, covering completely; sprinkle with parmeasan cheese
Bake at 400F for 25-30 minutes or until puffed and deep golden brown
Serve immediately
