Aunt Agnes' Beef Stew Recipe

2 lbs beef stew meat (or more depending on how many you're making it for; also add more vegetables if using more meat)
4 lg carrots
4 lg potatoes
4 ribs of celery
3 lg onions
1 green pepper
1 lg can tomatoes
1 lg can water
3-6 tbsp tapioca, depending on how much meat
1 tsp salt
2 tsp pepper
2 tsp sugar
Bay leaves (about 3)

Cut meat into small pieces and place in bottom of a roasting pan; put vegetables one by one on top, then tomatoes, water and seasonings. Bake at 275 for 4 hours covered with lid, then uncover and bake one hour more to thicken.
