2 1/2 pounds lean top sirloin roast
2 Tbsp canola oil
1 cup chopped onion
2 tsp salt, divided
1/2 tsp pepper
2 cloves garlic, minced
3/4 cup all-purpose flour
2 cups water, divided
1 pound pearl onions
6 carrots, cut into bite-size pieces
3 small red potatoes, cut into bite-size pieces
1 cup beef broth
1 Tbsp chopped fresh parsley
1/2 tsp dried thyme
2 bay leaves
2 cups frozen peas

Directions:

Coat a large Dutch oven with cooking spray; add oil and place over medium-high heat until hot. Add meat and cook until browned. Drain and return to pan.
Add chopped onion, 1 tsp salt, pepper, and garlic; sauté until vegetables are tender.
Place flour in a small bowl. Gradually add 1 cup water, stirring with a whisk until blended.
Combine flour mixture, meat mixture, pearl onions, carrots, and potatoes in a 4-quart electric slow cooker.
Combine remaining 1 tsp salt, remaining 1 cup water, broth and next 3 ingredients; add to slow cooker and stir to combine.
Cover with lid; cook on high heat for 5 hours (for a longer cooking time, cook on high 1 hour then low for 8 1/2 hours) or until meat and vegetables are tender. Discard bay leaves before serving.
