1 pound 93% lean ground beef
1/2 cup plain dry bread crumbs
1/3 cup ketchup
1 tsp salt
1 cup frozen mixed vegetables
1 3/4 cup water
1/2 tsp garlic powder
1/2 tsp onion powder
3/4 cup 2% milk
2 cups mashed potato flakes
1 Tbsp chopped fresh chives

Preheat oven to 375º.
In a medium bowl, combie ground beef, bread crumbs, ketchup and 1/2 tsp salt; mix well. Press mixture in bottom and up sides of a 9-inch pie plate. Bake for 10 minutes.
Meanwhile, in medium saucepan, combine mixed vegetables, water, remaing 1/2 tsp salt, and garlic and onion powders; mix well. Bring to a boil. Remove from heat and stir in milk and potato flakes with a fork, until potatoes are desired consistency.
Remove beef from the oven and pour off any drippings. Spoon potato mixture evenly into partially baked crust. Return to the oven and bake an additional 15 minutes or until beef is thoroughly cookd and potatoes and vegetables are heated through.
Sprinkle with chopped chives.
