1/4 cup all purpose flour
1 lb. beef stew meat, trimmed and cut into cubes
5 tsp. vegetable oil
4 c. water or beef broth
1 medium onion, peeled and chopped
4-5 medium carrots, peeled and cut into 1/4 inch rounds
2 large potatoes, peeled and cut into cubes
1-2 bay leaves
Salt and pepper to taste

Toss the stew meat into flour until coated well. Heat the oil, and add beef a few pieces at a time. Brown beef on all sides. Add 2 cups of water or broth, and bay leaves, and simmer on low until beef is tender (about 1 1/2 hours). Add veggies and remaining two cups of water or broth, and cook until tender. Season with salt and pepper to taste. Add more water or broth if stew becomes too thick.
