Upside-Down Pizza Casserole Recipe

1 lb. ground beef or sausage, browned and drained
1 c. chopped onion
1-16 oz. pizza sauce
lb. pepperoni, chopped
tsp. Italian seasoning
8 oz. mozzarella
1 c. milk
1 T. oil
2 eggs
1 c. flour
1 tsp. salt
c. Parmesan cheese

Preheat oven to 400. Brown meat and onion, drain. Add pizza sauce, pepperoni, and Italian seasoning to the meat. Bring to a boil; reduce heat, cover, and simmer for 10 minutes. Spoon into ungreased 9x13" baking dish. Sprinkle mozzarella cheese over meat.
Mix milk, oil, eggs, flour, and salt. Beat smooth and pour over meat mixture. Sprinkle c. Parmesan on top.
Bake for 20 to 30 minutes.
