2 1/2 pounds potatoes
1 1/2 cups 1% milk, divided
1/4 cup egg substitute
2 Tbsp light butter
1 tsp salt, divided
1 tsp pepper, divided
1/2 onion, diced
2 cloves garlic, minced
1 pound lean ground beef
1 tsp dried sage
1/2 tsp dried thyme
1/4 cup flour
10 ounces frozen mixed vegetables

Directions:
Directions:
Place potato in a medium saucepan; add water to cover. Bring to a boil. Cover, reduce heat, and simmer 20 minutes or until tender; drain.
Combine potato, 1/2 cup milk, egg substitute, light butter, 1/2 tsp salt and 1/2 tsp pepper in a large bowl. Beat at medium speed of an electric mixer until fluffy. Set aside.
Preheat oven to 350º.
Coat a large skillet with cooking spray; place over medium-high heat until hot. Add onion and garlic, cook 3 minutes, stirring occasionally. Add beef, sage, thyme and remaining 1/2 tsp salt and 1/2 tsp pepper. Add mixed vegetables. Cook, stirring, until meat crumbles and is browned.
Combine remaining 1 cup milk and flour; add to meat mixture. Let simmer, uncovered, 10 minutes, stirring occasionally.
Pour mixture into a 9 X 13 -inch baking dish; cover with mashed potatoes.
Bake, uncovered, for 30 minutes or until bubbly.
Let stand 10 minutes before serving.
