1 cup plus 2 tbsp. of flour
1/4 tsp. salt
1/4 tsp. baking soda
1/2 cup brown sugar
3/4 cup quick cooking rolled oats
1/2 cup butter
30 light caramels
2 tbsp. heavy whipping cream
1/2 cup semi-sweet morsels

Directions:

Preheat oven to 350 degrees F.

Combine in bowl or food processor:
-1 cup flour
-salt
-baking soda
-brown sugar
-quick cooking rolled oats
-cut in butter until particles are fine
*reserve one cup of this mixture

Press the remaining mixture into the bottom of a greased 8-inch square pan
Bake at 350 for 10 minutes.

Combine caramel and cream in top of a double boiler or in microwavable bowl
Cook until caramels are melted
Then blend in the two tbsp. of flour
Spread this carefully over base and then sprinkle with chocolate morsels
Add crumb mixture saved from above to this as well
Bake at 350 for 12-15 minutes until golden brown
Let cool for an hour before cutting

This is an oldie, but a goodie! Goes all the way back to Gina's high school days. These are dangerously addictive. Not a low cal dessert by any means.

Note that I have found over the years that a good way to cut them once they have cooled is to run a knife along the edges and gently lift the entire contents of the pan (a solid turner or large spatula will do the trick) onto a large cutting board. Using a long knife with a wide blade, you can more easily cut them as small or as large as you like; we usually cut them into 1" squares or smaller to maximize the yield.
