Filling

On medium heat add the ground beef, garlic, ginger, lemon juice, salt, green chutney and half of the chopped cilantro in a saucepan. Mix well and cook until all the liquid has evaporated and the mixture is dry. Taste for salt and spiciness. If you need more salt or chilies you can add at this time. Take the saucepan off the stove.
When the ground beef mixture has cooled down, add the finely chopped onions, remaining cilantro and garam masala and mix well.

Paste for the Samosas
Pour a little bit of the water in the flour and whisk thoroughly to remove any lumps. The consistency for the glue or paste should be runny like the pancake mixture.

Samosas wrappers purchased from the store.

Take out the packet of frozen samosa wrappers purchased from the store from the freezer and remove the plastic . Wrap the packet of samosa wrappers in wet towel or cloth and put it in the microwave for about 2½ mins or follow instructions on the packet.
Keep the samosa wrappers in the wet towel while filling the samosas with meat.
