4 Cups ( of a 30 oz. bag) Potato Rounds or tator tots
1 pound ground beef
1 pkg. (10 oz.) frozen chopped broccoli, thawed]
1 can (28 oz.) French Fried onions
1 medium tomato, chopped (optional)
1 can (10 oz.) condensed cream of celery soup
⅓ Cup milk
1 Cup shredded cheddar cheese
tsp. ground garlic powder
⅛ tsp. ground black pepper

Directions:
Directions:
Place potatoes on bottom and up sides of 8x12-inch casserole dish. Bake uncovered at 400 for 10 minutes. Meanwhile brown ground beef and drain. Place beef, broccoli, can French fried onion, and tomatoes in potato shell. Combine soup milk, cup cheese, and seasonings over beef mixture. Bake covered at 400 for 20 minutes. Top with remaining cheese and onions. Bake uncovered 2 to 3 minutes longer.
