2 lb ground beef
1 lrg onion, chopped
28 oz tomato sauce
28 oz diced tomatoes, undrained
1 cup water
2 cups cooked rice
2 cups chopped green pepper
2 beef bouillon cubes
⅓ cup packed brown sugar
garlic, salt and pepper to taste

Directions:
In a large saucepan brown beef and onions; drain. Add remaining ingredients and bring to a boil. Reduce heat; cover and simmer for 30-40 minutes or until peppers are tender.
