How to make minced beef filling: Season the meat with salt, pepper, onions, cubanella pepper, garlic, and oregano. In a shallow pan heat a tablespoon of oil over medium heat. Add the ground beef and brown. Add water and the tomato sauce. Simmer over medium heat until all the liquid has evaporated. Taste and season with salt to taste if you find it necessary. Mix in parsley. Remove from the heat and reserve.
How to make Potato Casserole: Heat the oven at 350 ºF [170 ºC]. Grease a 9" x 9" x 3" [23 cm x 23 cm x 9cm] baking pan. Boil the potatoes until they are cooked through. Mash the potatoes, while still warm, until there aren't any lumps.
