In a small bowl combine:

1/4 c. sugar
1/2 c. brown sugar
1/4 c. cocoa
1 t. vanilla

In a separate bowl combine:

1 c. flour
1 1/2 t. baking powder
2/3 c. sugar
2 T. cocoa
1/2 c. milk
2 T. butter
1 t. vanilla
1/2 c. chopped nuts if desired

Directions:
Directions:
Combine first 4 ingredients. In a separate bowl combine next 8 ingredients and spread in a 9x9 buttered pan. Sprinkle first mixture evenly over batter. Carefully pour 1 1/2 c. boiling water over entire pan, do not stir. Place in oven and bake at 350º for 45 minutes. Serve warm in bowls topped with whipped cream.
