All-Purpose Flour - 1 1/4 Cup
Unsweetened Cocoa Powder - 3/4 Cup
Baking Powder - 1/2 Teaspoon
Cornstarch - 1 Tablespoon
Salt - Pinch
Butter, Melt - 1 1/2 Sticks
Brown Sugar-Packed - 2/3 Cup
Sugar - 1 Cup
Whole Milk - 3 Tablespoons
Vanilla Extract - 2 Teaspoon
Eggs - 2 Large

Chocolate Ganache
Semisweet Chocolate Chips - 1 1/2 Cups
Heavy Cream - 1/2 Cup

Garnish:
Wilton Rainbow Chip Crunch

Preheat oven to 350 degrees. Spray a 9 X13 inch baking dish with nonstick baking spray.
In a small mixing bowl, whisk together flour, cocoa, baking powder, cornstarch and salt and set side.
In a medium mixing bowl, using a hand held electric mixer, beat butter, and both sugars until well combined. Add milk and vanilla and beat until combined. Add eggs one at time, beating until just incorporated. Gradually add the dry ingredients and mix just until combined. Pour batter into prepared baking dish and bake in preheated oven for 18-22 minutes or until a toothpick inserted in the center comes out with a few moist crumbs. Cool pan on a baking rack.
Meanwhile, prepare the chocolate ganache. Place chocolate chips and the heavy cream in a microwave safe bowl. Microwave on high for 1 minute. Whisk together until mixture is completely smooth.
Pour Ganache over slightly cooled brownies.
