¼ c can milk To me can milk is better but you can use regular milk
1/4 c cocoa
3 c powdered sugar
dash salt

Mix all together & frost as desired.

When my kids were growing up you could buy cheap cake mixes when they were on sale for 2 for a $1.00. I would buy them in a 9x11 Pyrex dish and use a home made Icing. Always made it better.
