Ingredients:  
2 lbs round steak cut in pieces
1/2 c flour
1 tsp salt
1/2 tsp pepper
1/4 tsp crushed red pepper
1 tsp sugar
1 can chopped green chilies
1 onion
1 green bell pepper
3 stalks celery
2 cans stewed tomatoes
1 can beef broth
1/4 cup soy sauce
1/4 tsp ground ginger
2 bay leaves

Directions:
Directions:
Combine flour, salt and pepper. Coat steak and brown in oil about 5 minutes

Combine soy sauce, garlic, onions, sugar, bell pepper, celery and ginger, mix well

Pour over meat , add tomatoes and beef broth, bay leaves

Cook on low for 1 1/2 hours
