1 ½ cup all purpose flour
1 cup sugar
¼ cup cocoa
1 tsp salt
1 cup water
½ cup begetable oil
1 tsp vinegar
1 tsp vanilla
1 tsp baking soda

250 g cream cheese
1 egg
1/3 cup sugar
1 cup chocolate chips

Base
In a large bowl combine flour, sugar , cocoa, baking soda & salt.
Add water oil, vinegar and vanilla to flour mixture and mix well.
Fill each muffin cup 1/3 full.

Topping
Cream together cheese, eggs and sugar then stir in chocolate chips.
Drop spoonful of cheese mix over chocolate batter.
Bake at 375 for 20-25 minutes.
