2 lbs. ground beef
2 qts water
1 can (28 oz) tomato sauce
1 can (28 oz) diced tomatoes, undrained
2 cups cooked long grain rice
2 cups chopped green pepper
1/4 cup packed brown sugar
2 t. salt
2 t. beef bouillon granuales
1 t. pepper

Directions:

Cook beef; drain fat. Stir in remaining ingredients; bring to a boil.
Reduce heat, cover, and simmer 30 to 40 minutes or until peppers are tender.
