Onion white sauce:

1/4 cup butter
1/4 cup flour
2 cups flour
2 cups milk
1/2 tsp. salt
1/8 tsp. pepper
Grated onion

Directions:
Directions:
Steam fish for 15 minutes until flakey
Layer flaked fish in bottom of a 9 x 13 pan
Add white sauce
Add Cheddar cheese
Spoon over cream celery soup with 1/2 can of milk
Bake 325 for 20 minutes
