Cook broccoli in at least 2 cups of water. Drain, set aside. Save what broccoli water and add water to make 2 cups if needed. Cook rice and broccoli water following package instructions. Sauté onions and celery in butter until translucent and add cheese spread to melt, add broccoli and rice and put in casserole (9x13). Combine soup and milk and pour over top. Bake at 350° for 30 minutes or until beginning to brown and bubbling. Browned chicken breast or tenders can be placed on top before adding soup and milk. Velveeta or shredded cheese of your choice may be added for a cheesier taste.
