1 c Sugar
1 c Water
½ c Cocoa
1 tsp Baking Soda
1 tsp Vinegar
½ c Oil
½ tsp Salt

Directions:

Mix all ingredients together and put in cupcake liners or cupcake pan(grease if not using liners) about 2/3rds full.
 

Topping


Ingredients:

1 pkg Cream Cheese
⅓ c Sugar
1 Egg
Dash of Salt
1 c Chocolate Chips (more if you desire)

Directions:

Beat cream cheese sugar egg and salt until fluffy.
Add a spoonful of topping to each cupcake and bake at 350º for 20-30 mins

FYI ~ Do not add more baking soda to the topping, the cupcakes will explode! They still taste great but will look funny.....
