1 tbsp oil
1 ½ lbs ground beef
2 cups chopped onion
garlic powder
1 tsp salt
¼ tsp pepper
1 cup water
½ cup rice (not cooked)
tomato sauce (tomatoes small tin)
4 cups shredded cabbage

Directions:
Directions:
Heat oil and cook beef over medium heat.
Add chopped onion, garlic powder, salt and pepper to the beef and cook until onion is translucent.
Add water, rice, tomatoes or sauce and shredded cabbage.
Cover for 10 minutes.
Transfer to an oven safe dish and make layers with cabbage.
Cover with foil and bake at 325ºF for 1 ½ hours.
