6 oz thinly sliced smoked salmon
¼ lb cream cheese at room temperature
1 tsp fresh basil, roughly chopped
2 tsp fresh chives, roughly snipped
ground white pepper
4 (8") flour tortillas

MIX THE FILLING:
Set aside ¾ of the largest slices of smoked salmon. Place the remaining slices in a food processor with the cream cheese, basil, chives, ¼ tsp pepper. Pulse to blend.
ASSEMBLE THE PINWHEELS:
Spread each tortilla with ¼ of cream cheese mixture. Divide the reserved slices of salmon between 4 tortillas, placing the salmon horizontally across center of each tortilla. Starting from the bottom, roll each tortilla firmly. Trim the ends and cut each rolled tortilla into 6 slices. Arrange the pinwheels on a platter, cut side up, and serve.
