2 tbsp. icing sugar
11/2 c flour

Topping; 11/2 c brown sugar
1/4 c melted butter
2 eggs, beaten
1 tbsp. vinegar
1 tbsp. vanilla
1 c raisins, washed

Pour topping over base and bake at 350F for 30 to 40 minutes.
