1 lb. Ground Beef
1/2 cup Onion, chopped
4 cups Cabbage, shredded
1 medium Green Pepper, chopped
1 cup uncooked Rice
2 cups Water
1 - 6 oz. can Tomato Paste
1 - 14 oz. can Tomatoes, undrained
1/2 cup Ketchup
2 Tbsp. Cider Vinegar
1-2 Tbsp. Sugar, optional
1 Tbsp. Worcestershire Sauce
1 tsp. Salt
1/2 tsp. Pepper
1/4 tsp. Garlic Powder

Directions:
Cook rice according to package instructions. In a large skillet cook beef and onion until the meat is no longer pink. Transfer to 5 quart slow cooker. Add cabbage, green pepper and cooked rice. In a large bowl combine tomato paste, tomatoes and remaining ingredients. Pour over the beef mixture and mix well. Cover and cook on low for 4-5 hours.
