This is one of those recipes that I don't have exact amounts of ingredients. I usually start the sauce with about 1/2 cup of oil. Heat oil and add about 1/4 cup chili powder, 1 tablespoon or so of the comino, chopped onion, garlic powder, salt and pepper to taste. Once this is heated through, add 1/2 cup of flour (always use the same amount of flour as oil when making a roux). Cook for 10 minutes or so. Add water to make your gravy. Taste and adjust your seasonings.

Heat a small amount of oil in a small saute pan. Saute tortillas, just a few seconds on each side, until soft. Cool slightly. Fill with cheese (I like a combo of cheddar and American). Roll and place in a baking pan. Top with sauce and extra cheese. Heat in a 325 deg. oven for 20-30 minutes. or until cheese is melted.
