1/4 cup Flour
1 Tbsp. Ground Mustard
1 tsp. Salt, divided
1/4 tsp. Pepper, divided
1 1/2 lb. Top Round Steak, cut in cubes
2 Tbsp. Oil
1 cup Carrots, diced
1/2 cup Onion, chopped
1/2 cup Green Pepper, chopped
1 tsp. Brown Sugar, optional
1 Tbsp. Worcestershire Sauce
1-14 oz can Tomatoes, diced
1/4 cup Cold Water

Combine flour, mustard, 1/2 tsp. salt and 1/8 tsp. pepper and set aside 2Tbsp. of mixture for gravy. Pound meat with mallet to tenderize. In a large skillet, brown steak in oil and transfer to a greased 2 1/2 qt. baking dish. Top with carrots, onion, green pepper, sugar and worcestershire sauce. Pour tomatoes over the top. Cover and bake at 350º for 1 1/2 to 2 hours. In a saucepan combine the reserved flour mixture with cold water until smooth. Drain off some of the liquid and add to the saucepan until thickened. Add remaining salt and pepper.
