1/2 pound boneless round steak
8 cups water
1 can [14.5 ounces] chopped stewed tomatoes, with liquid
1 can [10.5 ounces ] beef broth
1/2 cup chopped onion
1 clove garlic, minced
1/2 tsp basil
1/4 tsp salt
2 bay leaves
1/2 cup barley
1 cup water 1 [10 oz] package frozen mixed vegetables

Directions:

Prepare steak by trimming fat and cutting into 1 inch cubes.
In a large pot [at least 4 quart capacity] stir together 8 cups water, steak cubes, undrained tomatoes, beef broth, onions, garlic, basil, salt and bay leaves.
Bring to a boil. Reduce heat; cover and simmer for 1 hour.

Place barley in a strainer and run cold water over it to rinse.
Gradually add barley along with 1 cup water to soup in pot.
Cover and simmer for another hour.
With a metal spoon, skim fat from top of soup.
Add frozen vegetables to pot; cover and simmer a third time until meat and vegetables are tender, about 30 - 40 minutes.
Remove and discard bay leaves.
