1 cup margarine or butter , melted
2 cups sugar
1 cup unsifted flour
2/3 cup Hershey's Cocoa
1/2 tsp backing powder
2 eggs
1/2 cup milk
3 tsp vanilla extract
1 cup chopped nuts, optional
1 (12 -ounce) package Hershey's Semi-sweet chocolate chips
1 can Eagle Brand Sweetened Condensed milk

Directions:

Preheat oven to 350, In a large mixer bowl, combine margarine, sugar, flour, cocoa, baking powder, eggs, milk, and 11/2 tsp vanilla, beat well. Stir in nuts if desired. Spread in a 13x9 greased baking pan. Bake 40 minutes or until brownies pull away from sides of the pan.
Just before the brownies are done , in a heavy sauce pan , over low heat melt chocolate chips with the sweetened condensed milk and remaining 1 1/2 tsp vanilla . Remove from heat, spread immediately over hot brownies.
Cool. Chill. Cut into bars. Store at room temperature
