2 lbs Lean boneless Round Steak - fat removed - cut into 8 pieces
1/4 Cup all purpose Flour
1 1/2 Cup Water
14 oz (398ml) Canned tomatoes
1 Cup chopped onion
3/4 Cup Sliced Celery
3/4 Cup Sliced Carrots
1 Tsp Salt
1/4 Tsp Pepper

Preheat ove 350
Spray frying pan with no-stick cooking spray. Add steak. Brown both sides. Transfer to small roaster or 3 quart (3L) casserole dish.
Place flour in small bowl. Add water gradually, mixing until no lumps remain. Pour into frying pan. Stir, loosening brown bits, until it boils and thickens.
Add remaining ingredients, Stir. Pour over steak. Cover. Bake 1 1/2 - 2 hours until meat is tender.
